With a strong background in architecture and engineering, Billy is a 25-year veteran of the industry with experience in higher education and multipurpose projects exceeding $128 million. He has a comprehensive understanding of design and constructability assessment with demonstrated leadership in strategic planning, programming, design, pre-construction services, construction observation and administration of small and medium-scale projects.

A 1979 graduate of Hampton University with a bachelor’s degree in architecture, Billy has succeeded in issue resolution pertaining to successful project delivery, leading budget solutions through focused collaboration while coordinating the input and challenges of the user with the goals of the stakeholder’s overriding concerns of risk management.
