Indian Health Services Arizona Master Plan
Apogee delivered a comprehensive Master Plan for PIMC, integrating system assessments, functional analysis, and capital planning to chart a clear path for modernization.
Apogee Consulting Group led a comprehensive Master Plan for the Phoenix Indian Medical Center (PIMC), a 26-acre federal healthcare campus that includes a 169,000-square-foot hospital tower and more than 19 buildings of varying age, condition, and historic significance. Although delivered as a Master Plan, the effort mirrored a full Facility Condition Assessment, pairing detailed evaluations of building systems, infrastructure, and deficiencies with data-driven recommendations to guide long-term capital planning.
Our team conducted campuswide assessments across architectural, structural, mechanical, electrical, plumbing, fire protection, medical gas, and civil/site systems. Field investigations revealed numerous high-priority issues, including chilled-water capacity limitations, aging HVAC and cooling tower components, inadequate water softening, end-of-life medical air compressors, oxygen system concerns, multiple unsprinklered buildings, and non-compliant ADA routes. Infrastructure studies identified vulnerabilities in power distribution, sewer and water service, stormwater drainage, and underground tunnels, along with floodplain exposure and electrical reliability concerns tied to the surrounding roadway network.
Beyond physical systems, Apogee evaluated functional and operational performance across the campus. The assessments identified fragmented outpatient services, overcrowded clinical areas, outdated exam and treatment spaces, insufficient waiting and triage capacity, and limited staff support areas. By integrating functional gaps with physical deficiencies, we established a clear hierarchy of corrective actions.
Recognizing that many issues required immediate attention, Apogee developed interim improvement strategies and test fits for the Surgery, Emergency Department, Pharmacy, and Laboratory departments. These solutions addressed safety, capacity, and compliance needs while ensuring the hospital remained fully operational.
The resulting Master Plan provides a capital improvement roadmap aligned with FCA findings, prioritizing deficiencies, defining modernization strategies, outlining risk mitigation measures, and sequencing near-term and long-range implementation phases. This assessment-driven approach equips the owner with a clear, actionable plan to maintain safe operations today while preparing the campus for long-term redevelopment. Apogee performed 100% of the work.
