VA Bismarck Community Based Outpatient Clinic

A fully coordinated Design-Build solution delivering a modern, 35,000-SF VA outpatient clinic that enhances Veteran care in the Bismarck region.

Apogee served as the prime A/E design partner for the new 35,000-square-foot Bismarck VA Community-Based Outpatient Clinic (CBOC), leading full multi-disciplinary coordination in support of the Design-Build contractor. Our team established an integrated design framework aligned with the RLP requirements, Exhibit B.1, and all relevant VA technical manuals, ensuring seamless collaboration across architectural, civil, structural, MEP, telecommunications, and physical security disciplines. Regular design charrettes brought together clinical users, the contractor, and the full design team to align clinical workflows with the structural grid, mechanical zoning, IT pathways, ISC Level II/III security needs, and fire/life-safety requirements.

To support the contractor’s delivery schedule, Apogee implemented a structured phased-design approach. Early civil, grading, utilities, foundation, and envelope packages were issued ahead of the full design to allow site work to begin, long-lead materials—such as insulated metal wall panels, rooftop mechanical units, and electrical gear—to be procured, and overall schedule certainty to be maintained. Subcontractor-aligned coordination reviews ensured constructability, resolved system conflicts early, and reduced risk heading into construction.

The resulting facility enhances the Veteran experience through clear on-stage/off-stage circulation, intuitive wayfinding, flexible clinic zoning, and staff spaces enriched with daylight. Energy-efficient HVAC systems, durable finishes, and integrated sustainability strategies reduce long-term operational costs. Close interdisciplinary alignment—including envelope performance, energy systems, life safety, telecom infrastructure, and medical support spaces—ensured full VA technical compliance while supporting streamlined construction.

Through disciplined coordination and construction-informed phasing, Apogee delivered a complete and highly integrated design package that minimizes change risk, supports efficient construction sequencing, and provides the VA with a modern, durable outpatient clinic that improves access to care for Veterans in the Bismarck region.
